At least in the quotes that they give, he doesn't "beat on cheats" or "batter cheats" as the article puts it. He simply says that he thinks that people do cheat and that someone who is on drugs is more likely to win the olympics. Maybe he did make a statement against drug cheats, but it isn't quoted in the article.
