Ok... just for grins...
In relation to "restor(ing) US' moral authority", these steps all seem to do with just a relatively small piece of or morality. Also, they do not define their terms very well (if at all).
I like this list, and think we should move forward with it.
I would add two additional things.
11: Stop Abortion
12: Restore Freedom of Religion
I object! The premise of this document is false, and thus invalidates the conclusions. Non-citizens are not protected under the constitution. Therefore, as an example, habeus corpus can not be "restored" to those who were never protected in the first place, nor should the right be extended de novo. This has been the case throughout the history of armed conflict. Suck it lib!
I have no problem with that list.
What about Padilla? He is a citizen.
What terms are you confused about? I think it's pretty clear. Why do you think that it's a small piece of morality? We're talking about morality in relation to the gov't - not individual morality.

11 - Even if you make it illegal - you aren't going to "stop" abortion. Many central and south american countries (peru, brazil, argentina) that outlaw abortion actually have higher abortion rates. If you really want to slow the rate of abortion than you need to have better social programs and sex education (but I'm guessing you don't want either of those).
12 - I didn't realize that any religions have been outlawed.
The has never in its entire history had "moral authority" except in the eyes of revisionist US historians.
The US is just another country. Bigger than most, probably more powerful than any but morally speaking, just another country..
Wouldn't it be easier to just nuke France?

11 - Are you kidding? We need to increase the hell out of our social programs and sex ed. I don't know why you think I would be against that. I think we need to STOP abortion, not just make it illegal. We need to completely end it. Not saying it is easy or even possible, but neither are many of these ideas.
12 - Where have you been? Unless you are atheist, the world pretty much hates you.
How many elected officials are athiests? I wouldn't be surprised if it was 0. We live in a society where it's ok for Romney to say that he thinks that the president should only be a person of faith. What if he had said that only a christian should be president? It would have made the front page of every newspaper in the country.
I'm sorry. You might not be able to put up a manger scene in a public park, but religious people still have a lock on power in this country.
