I live in DC, packages are blown up everyday. The difference is people here aren't trying to prosecute everyone because of it.
YES a big deal. It shut down traffic for hours all over the city. The city must have spent tens (hundreds?) of thousands of dollars on the bomb squad, extra police, and a dozen other things to deal with it. They spent all that because they have to take this stuff seriously. They can't afford not to. Just because you saw on CNN that it was probably TBS doesn't mean they can just sit back and let it go. They have to be certain.
Say I'm a terrorist and I'm watching this. Now I've got an idea. If I ever want to plant a bunch of explosive devices all over a city, I'll just a big smiley face on them and everyone can say, "Oh, they're just a harmless marketing campaign," and be done with it.

If anything like this ever did turn out to be a real series of bombs or the like and they actually went off, you would be among the hordes of voices crying about them not taking it seriously.
If this were London they'd sure as hell take it seriously. They have to. Experience has taught them that. I'm sorry to say we do too.
I drive over that section of I-93 several times a week. I'm glad they reacted as they did. The big culprit here is TBS. How stupid do you have to be to dream up something like this an NOT consider the possibility that it might cause problems. It doesn't take a genius to figure secretly placing stuff that looks like an explosive under a freaking BRIDGE is not a bright idea. All it takes is a little C-4.
