As a 5k runner during XC I was running 60 mpw
As a miler during winter track I am running 40 mpw
Do you think that this is the proper amount of mileage?

No. To focus on the mile you need to be running at least 85 miles/week for 12 weeks before your season, and then up it to 95-100 miles/week in season. Back off to about 80 miles/week ~2 weeks before your championship racing season begins.
For the 5k, you should be building your base at about 120 miles/week, again, for 12 weeks before the season, and move it up to 130-140 once the season starts. Pull it back to about 115 for the championship season.
If it works for you, keep doing it.
