The answer is a solid--maybe. Toning helps your running and bulking up can hinder you slightly but if a couple seconds isn't as important as more body building respect than by all means--go right ahead and bulk up.
I say yes, if you're a skinny runner like most distance guys. Packing on some weight will be good for you, just make sure to do it slowly. Also, for the speed, do some strides, they make a huge difference. If you're doing that, olympic lifts coupled with plyometrics should also stimulate or help you retain the fast twitch fibers.
Running hard everyday could be your first mistake.
