Memphis is a 2 loop course. Some slight up hills and slight down hills. Lots of $ in Memphis. Could be a fast course if the right runners show up. Sacramento is a proven course. Weather may be better in Memphis 40-50 f temperture in December. Winning time in Memphis was slow last year but all the studs dropped out or choosed the half marathon.

Consider also travel -- all else equal (admisttedly a big assumption), the one with easier travel/fewer time zone changes would domibnate the other.
Also -- there's no Graceland in Sacramento. Rock on, King.
The weather in Memphis can be extremely unpredictable that time of year with a reasonable chance of drawing a day that is warmer and more humid than you're adjusted to. Plus, CIM is a well run race with a nice committment to helping guys (and gals) run fast. You're assured more 'elite' runners at CIM going for the Oly trials standard if that's your goal.
what about the courses...can you guys elaborate on courses...anyone has run both?
I have run CIM 3 times. The weather is also very unpredictable there as well. 2002 the weather was great, 2001 is was the worst weather (pouring rain, VERY strong wind)I have ever ran in (much less ran a marathon in). The course is good, but not as easy as maybe the elevation map shows. The first half has a few hills, but they aren't bad. There are some spectators, but this isn't Boston or anything. I am passing on CIM this year and running Chicago. I would suggest anyone looking for a fast time to do the same.
