I have never had shin splints and believe this is due to specific prevention exercises my H.S. coach devised, as I have been performing them ever since.
Sit down and rotate your foot (by the ankle) any/every which way, while holding your foot for medium resistance. Do it for several seconds on each foot or what feels right.
This will strengthen the shin area. The benefits may take a little time, but I have NEVER had even the slightest shin pain and attribute it to doing this before every run.

get a dixie cup and fill it with water. then freeze it. once its nice and frozen, peel off the top of the dixie cup and put it straight on the afflicted area. rub it and massage it for about 10 minutes, then do the other leg. ive done each leg twice (a total of 40 minutes), and its done wonders. also, are your shoes good? any increase in mileage?

Try running once a week on uneven surfaces, preferably up and down hills. This will strengthen the weak muscles that are causing the pain. It will take two or three workouts, but it has worked for many athletes
