If you think Japan and inner city Cleveland or Baltimore is the same, then you’ve got a shocking amount of epiphany to be had (and probably some unsheltering to do).

apples and oranges. our country is nothing like those two. Japan and Finland would probably have a much different look if 1 out of every 8 people was a foreign resident. it's not difficult to imagine how that changes the way you can conduct things like social services.
