Taylor has been Jamaica's fastest 400m runner these last few years, and he was a 2022 WC finalist and 2020 Olympic Games finalist in the event.

The article is a bit confusing. I guess we'll find out later, but it feels like the DCO is making the case that Taylor intentionally put his whereabouts incorrectly or something like that. Maybe the DCO offered to come to the airport...who knows?
He is still one of the world 400 age group record holders, maybe age 14, 15, 16?
