Does it take more than a prescription to have a TUE? I don't know, but it seems like something OP should be 100% sure of before he does anything. Like is there a TUE form he has to file with someone?

Yes, it's a PED. I'm pretty sure that simply having a prescription by itself does not constitute a TUE. That has to be asked for separately. Having a low T level from overtraining, is not a valid reason for a TUE, from what I've read. Having had your testicles removed due to cancer, having zero T from a brain tumor destroying your hormonal system is another. But I'm pretty sure having a low level due to overtraining, aging or RED-s, is not enough. Fact check this for yourself, before you have to pee in a cup.

Yes. That's another problem. When you start taking exogenous testosterone it shuts down your own natural production of testosterone. Then, when you stop the testosterone supplement, for whatever reason, your natural testosterone may not come back. If that happens, you're dependent on testosterone supplementation for life.
There's a multitude of studies linking extremely low bodyfat % in males to reduced testosterone levels. Make sure you're eating enough food.
Taking exogenous testosterone in your late teens/early 20s is likely to be a costly decision in the coming years and decades as it will affect your natural hormone production, and you may need to be on it for the rest of your life.

Maybe not a valid reason, but we've heard plenty of stories recently of people doing this exact thing (coaches telling athletes to go see a certain doctor right after a hard workout. So on some level this is a well traveled road to obtaining a TUE.

Androgel is a banned substance. You will need a TUE to use it. You have to apply for a TUE and then it must be approved. The approval process is supposed to take less than 21 days.
The form requires multiple blood tests and other information from your doctor. Here is a link to the application form.
