My uncle's high school times from the 1980's get faster every year, so I imagine given 250 years he'd eventually get down to 4-flat.
It was a professional sport back then. People were tougher, had zero obesity, children were active. No air pollution. Weak kids did not get past their first year of life, let alone reproduce. Then the great filter of World War 1 that killed the healthiest men in Europe leaving the cowards and the disabled to reproduce.
Probably… most probably true … now left to build back better.

Children were malnourished and worked from a young age. My wife's grandparents (in Europe) worked in mines from the age of 5, and this was in the 1800s. Health care was non-existent. You died from a tooth infection or a dog bite.
Those who became "professional" athletes had the craziest diets and training methods.
As for the "great filter of World War 1", just see the results of the pre-War Olympics and there's your answer to how amazing those athletes were (not).
True- Walter George ran his 4:12 mile in 1886 (also claimed a 4:10 in a time trial) and one of his "workouts" was basically to stand in place and do 100 reps of high knees.
There have been reports of people running four minute miles long before Bannister did. Some seem very credible, the ones here sure do. But you can't accept them with the same degree of certainty that you can for Bannister's race.
