You keep using the phrase "dressing up like a school boy" like it's some red herring that implies he's a predator. The uniform looks no different than any running uniform at any age.
Who knows, he may face some legal action from the police, but no one is going to be able to win a civil case.
Amazingly, I saw many teams with shirts that the parents and grandparents were donning also. Some posters would claim that they were all dressed as schoolboys. Oh, and I saw some of those 70 year olds on the course while the race took place.
I think there is a difference in wearing a school shirt to support your team and dressing in a HS jersey with a HS bib, to run a race that is HS only. He dressed as a HS runner in order to run a HS race. Doesn't make him a predator but does suggest he has issues.
Until shown something contracry, I believe a 23 year old P5 academic all conference type guy, did it as a joke and to win a large bet. He likely regrets it already.

You would think his teammates would come out and say something about this if that was the case, rather than let their friend look like a fool.

I talked to Brendan for a while. We discussed the spikes he was wearing, the fact that he ran a 3:59 mile in Boston this year. He was going to get a 628 tattooed on his chest as he said he was the 628th American to run a sub 4. He was actually the 629th. He also ran the state meet in 2018 but came in something like 52nd, he wasn't sure. He showed me how his jersey was old and he colored in the missing spots with a pen. He was not running for UT now but still does half his workouts with them. He can't train with them on the track though. He said he did not know Kevin but knew who he was and wanted to get in a good race, the kind you 'feel in the pit of your stomach'. He had one year of eligibility left and was going to run for UCLA next year when he starts his Masters degree. He said he had gotten so much faster in college than high school. He also plans to run the Turkey Trot in Austin. Kevin had no idea who that guy was, he jumped in from that neighborhood before they ran over the dam. Early videos show he didn't start with the group. Brendan was polite but didn't seem to comprehend that what he had done was wrong and disruptive. He should know better since he ran in the state meet when he was in high school, and ran in a D1 program at Texas. The number he was wearing was actually traced to another athlete according to a UIL official I talked with. Kevin Sanchez is a stellar runner, there will always be losers who can't stand someone who dominates a race. Burnitdown and Doubityo should think before they post. They don't know anything about this other than what they have read.

If it weren't for people like Doubt it yo asking basic questions, I doubt you would have contributed the clarifications that you did. That's how message boards work, you see. If I may suggest, you and Kev might want to work on what appears to be exceptionally thin skin. None of the questions or conjecture was implausible or out of line.

This dude jumped into a high school race, sure, but he was not taking on a new identity pretending to be a high schooler. He just had the supremely bad judgment to bandit a race in a conspicuous way. I mean, if you're going to bandit a race, do it in a large road race and don't finish on the podium, or drop out before the finish if that's going to happen. That would still considered bad, but no one would think you're crazy for doing that. He's an Uncle Rico, like an earlier responder said already (I didn't watch that movie, but I get the reference).
Let's take a minute to imagine being a sub four-minute miler who jumps into a high school race (so you don't even run the whole course), you get beat by a high school kid, and then you pop your jersey at the finish line like you accomplished something.
