School size can mean something but won't automatically. Student activity fess fund much of a school's athletic department so a school with 20,000 students will likely have a better funded athletic department than one with 10,000 or 2,000. That means they'll have more resources available for a particular sport IF the school decides it wants to be serious about that sport. And athletic scholarships are funded to a significant degree by donations from alumni so there's a much bigger donor base than at a smaller school. That's especially true at a D2 school where the "revenue sports" really don't bring in much revenue. But sure, a small school may be more serious about a particular sport than a larger school is and put more resources into that sport than the bigger place does.
