Unless you had inside information from the AIU or the testing company contracted for the specific slot you would have no clue when a test is coming (except at events). You could guess or know Shelby's daily testing window, but that doesn't tell you when the pee people coming knocking. The best way if you're a teammate or competitor would be to do it shortly before a completion where you know they're likely to drug test winners. Not randomly setting her up in the hopes she still glows when eventually she gets a routine test.
Take it with several grains of salt since it was Houlihan's own lawyer, but he said there are oral nandrolones out there with a <24hr glow period and that if the test had been a few hours later in the day she wouldn't have been above the threshold. Again, take salt with that since he also said nandrolone wouldn't help a distance runner.

As anyone who read the letsrun interview would already know, she left BTC due to lack of transparency regarding Houlihan's and BTC's training, and not seeing the exact words verbatim regarding a situation that made her uncomfortable.

1. We know Schumacher was, at best, sketchy with the truth during the first press call announcing the doping failure. That's not even in dispute.
2. There is credible evidence that he was continuing to train an athlete who failed a dope test and that they were working the system to ensure she could train with her teammates. GDS was advised by an anti-doping agency to provide an anonymous tip-off.
It looks to me like someone should have at least been asking questions. Maybe a USADA official just knocking on Saint Jerry's door to ask if he's playing by the spirit and letter of the law.
