If that's the case, wouldn't it be incumbent upon the officials to suspend or cancel the event for purposes of the safety of the competitors? They do it for lightning, so why not wind?

Just to point out that running HH with wind if you are a tall hurdler is also fraught with peril, as you would have to chop steps to avoid running up on the next hurdle. For shorter hurdlers though, with wind is better.
