I see there are two problems. First, you don't know what the word "new" means. Merriam-Webster defines it as, "having recently come into existence". Therefore, to say that Russia will have 1500 new tanks this year that were built in the 1960s is illiterate gibberish. Second, you believe anything that comes out the Russian Nazi leader's mouths. So, when Medvedev says "1500 new tanks will be built this year" he means "15 new tanks will be built in Russia this year and 2000 Russian tanks will be lost in Ukraine." Russia was supposed to produce 2300 T-14 tanks between 2015 and 2020. To date they've produced on the order of 3. Therefore, history tells us that Russia will produce 1500 new tanks sometime around 2045, give or take a year or two. By next year they'll be pulling T-34s off of monuments to send to Ukraine.

Those are not new tanks. Those are T-62s, which are Soviet era tanks that have been brought out of mothballs due to the massive number of tanks RU has lost. The tanks are supposed to have upgraded gunner sights, but that is about it (and given the endemic corruption in the Russian MOD and defense industry, I would not count on that many having upgraded sights). They do not have an auto loader and have inferior armor to RU's T-72 and T-80s. They are easier to maintain, which may help RU overcome its inept battlefield logistics. But otherwise it is a significant downgrade in capabilities at a time with UA is going to be getting significant upgrades in armored vehicles and tanks.
The Russian army is making half-hearted efforts to upgrade some of the 60-year-old T-62 tanks it has deployed to Ukraine. But don’t count on newer optics or a few blocks of reactive armor to save the aged tanks.
It's being reported that 18 Leopard 2 tanks and 40 Marder infantry fighting vehicles pledged by Germany have been delivered to Ukraine. I believe these are the first western heavy tanks to arrive in Ukraine.

China really holds the key to ending the war as China is currently propping up Russia's government by buying all the oil and gas that RU cannot sell to the west anymore. China just has to tell Putin "enough is enough" and threaten to stop economic support and Putin will have no choice but to comply. China's peace "plan" looks to be just a propaganda ploy to make China appear to be on the side of peace when the war is actually very good for China. Chinese exports to Russia are surging, especially in the auto sector where Russians are grudgingly switching to buying overpriced and low quality Chinese autos as wester autos disappear from the market. China is also saving billions on energy bills with RU oil and gas being sold at a steep discount. China may actually want a long conflict between Russia and Ukraine more than any country as China has no downside to a long conflict as long as it does not cause a broader global recession.
But you see, by 2028 there will be 300 of these 1500 new old tanks this year. These tanks will also dramatically increase Russia's supply of Javelin, NLAW, Excalibur and ATGM warheads for study. Victory is in sight!

Agree with your summary. I don't think China has any interest in rocking the proverbial boat, as they have little to gain and much to lose by directly sending military aid to Russia. Their peace plan was standard Chinese diplomacy - long on rhetoric, but short on details. It would be huge diplomatic win for China if they could be seen (on the global stage) as peacemakers in this conflict, but they haven't done much to step up to the plate. As you said, they're benefiting more than any other country from the ongoing conflict.
The other recent event that may play an interesting role in Sino-Russian relations is the attack on Chinese workers at the Chimbolo gold mine in Cameroon. There are many reports that Wagner group was behind the massacre, and Xi has called for "severe punishment" for those responsible. It will be interesting to see how that plays out if further evidence emerges implicating Wagner group.

An illiterate farmer finds the weapon sitting in the mud after a few days. The illiterate farmer must be able to clean the weapon and use it without instructions or new parts.
