Mantz ran a 7:41 3k recently, that should count for something.
Meets are usually not seeded by PRs —more what you have done lately. There’s probably room for discussion between meet and runner/agent about current fitness.
I meant that they're currently listed in the entry list in order of PR. Depending on how big heat 1 is, I could definitely see some very very good runners being bumped to heat 2. There's more than 20 guys there that I would think would be a "lock" for heat 1.
Kinda sad that you get one of the fastest, most competitive domestic North American line ups in... really how long? Olympic medalists, Olympic and world finalists, multiple sub 13 guys and a fistful of sub 13:10 guys, all going at it on arguably the fastest indoor track in the USA on a Saturday night...

Please don’t let 13:15 guys in the 13:00 heat. They will be in the way and will disrupt attempts at a US, Canadian, or British record.

How many heats will there be? What you proposed seems fair but current fitness and recent 3k times should factor into it I think. Maybe have to have a pb within 10 sec of the heat pace (or 3k equivalent) and somehow factor current fitness into it also.
