That is currently where the party line and current policy is stuck. We all have known that natural immunity is better than 90 days for over the past 18 months but the pro vaxxers didn't want that promising information to deter from the goal of 100% vaccination.
Every vaccine policy has clung to this arbitrary "90 day" mantra since March of 2020.
When Hocker was presumed to have natural immunity prior to the Olympics the pro vaxxers still asserted that he was putting people's lives at risk. That is not moving on.
I think it's reasonable to think these polices are not totally justified... but I see two arguments for them
1) Natural immunity is variable both across the population and between strains. People generate a wide array of immune responses to infection -- partially correlated with severity of disease. Have a mild case, and there's a chance you didn't get amazing forward-looking immunity from it. Also, The remarkable efficacy we saw with Delta infections was new (didn't see it with earlier strains) and with Omicron there's no obvious reason to believe that immunity from infection will be more like Delta than other strains.
Some of this is simply that we have not devoted as much efforts to understanding infection-driven efficacy. There are a lot of papers looking at correlates of immune protection after infection (antibody titers, T cell responses, etc) but not nearly as many 'trials' or epidemiological studies similar to what we have for vaccine efficacy. Some of this is cost and difficulty, some of this is lack of interest (vaccine manufactures have a vested interested in running quality studies to show their product works).
2) Prior infection + vaccination is vastly superior to either form of immunity alone. We should encourage the 'lucky' subset of the population that has had prior COVID to get vaccinated for maximum population immunity. This is not strictly fair but.. life is not fair.
