My 5k pr is 18:37 (6:01 minutes per mile).
What should, for example, my 20 minute tempo pace be, or my 5 mile tempo pace? I have been doing them at 6:30 to 6:40 pace but is it too slow?

Define Tempo
That sounds basically correct to me, depending on how long you are running for. Maybe strict 1 hr race pace people will disagree, but I think if you are doing stuff shorter than 15 mins you could move towards 6:20. Like say a 40 min tempo maybe at 6:40 but two sets of 15 min at 6:20/6:25.
6:40-6:50 is marathon pace for you. So some longer tempos/reps in that range is totally fine.
6:30 is your half marathon pace. Your threshold pace is in the 6:20s.
A 20:00 tempo, maybe up to 5 miles, should be in the 6:20s. Anything under 10k of work (can be broken) should be in the 6:20s for an average. If you did a 3/2/1 x mile workout you might go 6:30 for the 3, 6:25 for the 2, and 6:15-20 for the 1. Something like 8 x 1 mile should be at 6:30.
All based on where you're currently at.

Everything is about 10 sec too fast.

I calculated 06:34 so you are spot on for your Lactate threshold run.
But the more interesting question is, is it better to run it close above or below or at nominal LT-level??

Depends on the weather conditions.
Not if they have some endurance. But, sure, I would err on the side of caution if those paces seem aggressive OP. You don't want to race your workouts.
