The issue is that in the Seattle area, the government and judicial system has tacitly indicated that crime is now legal in most cases by not enforcing the law. City and county prosecutors won't even press charges against criminal acts such as assault, aggravated battery, armed robbery, etc. It's so bad that even diehard lefties I'm acquainted with are at their wits end over living conditions in Seattle. So yes, it is political because a particular faction of a particular political party refuses to uphold the rule of law for average citizens. In this case, the prosecutors decided to charge the culprit as a minor and then acted as if their hands were tied by state sentencing guidelines for minors.
Unfortunately this is quite true in the Seattle area. This same faction also opposes having any youth in detention.
I've had people try to run me off the road on more than one occasion. I run very early am and have learned that you have to assume that EVERY driver is drunk, stoned, psychotic, suicidal, homicidal and blind and playing on their phone. Your only strategy is a defensive strategy and 100% vigilance. Ditch the headphones and carry a very bright flashlight at all times and be ready to bail whenever a car approaches from either direction.

What sane person would EVER run on the roads without doing what you describe? I run on the roads a lot and I have never been close to being hit. I don't depend on drivers, motorcyclists, bicyclists or even other runners to do the right thing. Always assume the worst when these approach you. Have your head on a swivel and be ready to move quick. Run into traffic, never with.
Where you're really at the mercy of other people is riding a bicycle on the road. Not much you can do there besides passive defense (bright clothing, lights, etc,).
Run against car traffic so people won't sneak up on you!
