Yes, and it has been. Its anabolic. Good for supplementing steroids for muscle growth - body builders often do it.

It's anabolic, but it works quite differently from steroids. It makes cell membranes more transparent for "food stuff" temporarily. Sounds good, but this is also true and especially true for the fat cells, so you need to have a way to offset this (here comes HGH). Probably would work for carbo loading before a marathon, but I personally would not bother.
Regarding safety, it's pretty safe short term if you use it correctly. Rule number one: never ever use long insulin varieties. It can produce unexpected peaks. Rule number two: never ever wait until hypoglycemia, just eat immediately after a shot with enough carbs. Rule number three: have something sweet on you at all times, just to be on the safe side. If you do 1. and 2. you will never need it, but it's good to be extra safe with a drug that is responsible for many deaths and brain damage cases.
Just to be clear, I don't recommend it for runners, especially so for long distance runners. I am not qualified to comment about sprinters. I am against cheating in general, even if the rules are sometimes dumb and insulin use is definitely cheating in a few ways, formal and informal. So if you compete and are anywhere close to the podium, don't use it. Please.
