Back in the day d2 and d3 athletes could qualify for d1 nats, it was a tough double but some pulled it off well, in the 70s some d2 or d3 fellow got all American and enough coaches got annoyed that their runners got knocked out to change it around so D2 and D3 guys couldn’t run with them at natties
Not in the same season. But a runner who starts in D2 or D3 can certainly transfer. Wadeline Jonathas dominated D3 and then won at D1 the next year.
Back in 1978 Dan Henderson won D3 Nat's in XC on Saturday 23:40 on a flat course and came back on Monday to finish 10th in D1 at Wisconsin in a great field.

We had a guy in the SCIAC conference that transferred to Georgetown after I have to say his freshman year? He ended up making the national meet in D1 and I think was an all american in the DMR.
