Intent is not necessary in a strict liability offence - which is what doping is. The athlete is responsible for what they put in their body. They are continually advised to check on the substances they take. It is a necessary part of elite sport.

Bc athletics, as it currently is, is supposed to represent the pinnacle of athletic performance.
If we had a separate competition with people who can use PEDs to POSSIBLY perform at a level exceeding current records, that would undermine our sport. Our sport is about limits, and surpassing those limits. If our sport had to play second fiddle to another league, that'd be bad.
Ofc, I think it's very likely that the top talent chooses to do it clean regardless bc thats where the prestige is at, thus limiting the potential for the PED League to match or surpass existing records. Why would any top talent choose to conpete in the PED League?
So its kinda like how oldheads oppose super swimsuits, supershoes, supetracks, wavelight, etc.
Except this also has the health risk angle to it, and is a more robust argument overall imo.

Health is a risk but doping undermines the principle of fairness in sport, which is that competition is decided by talent and training, and not by an invisible and artificial chemical advantage that isn't produced naturally by the athlete.
Just a little clarification here.
The majority of Kenyans are Bantus, like this Omanyala guy.
They are genetically closer from West Africans than long distance runners Kalenjins that live in their country.
If fact, the current best sprinter from Africa, right now, is Akani Simbine, is a South African Bantu.
The fact that White Americans live in America does not make them genetically dissimilar from native Europeans.
Now compare Omanyala with , let's say, an Ethiopian, and come back to tell me than they are similar because they are from East Africa...
