I was waiting to see how far I’d have to get in the thread before someone would bring up Biles. Far and away the most dominant athlete in any sport that I can recall. She has not lost an All-Around competition since 2013. Is there anyone else who has been undefeated for that long? AND she is doing skills that only men have been able to perform. And she actually performs them better than the men in many instances (triple/double on floor and her new double pike yurchenko on vault, both better than any man I have seen). Unbelievable.
Arguably none of the athletes mentioned so far would have a prayer of surviving 5 minutes with Khabib Nurmogamedov. If it was a fight to the death, they would die, guaranteed. Including Ali.

No one besides Michael Phelps can be considered the greatest athlete. No one is more decorated than him, and its amazing what he can do in the water. You can also look at it this way - If you jump in the water near him you have no chance. He'll pull you down and drown you. Earth is 70% water so he dominates the Earth.

No disrespect to Biles, but Karelin went undefeated for 13 years and did not allow a single point for six years.
One thing against both Biles and Karelin is that their sports do not have the largest talent pool. This is a bit unfair because there is no way to prove they wouldn't be as dominant with larger talent pools.
Are we talking about the most dominant in their sport or about a person who is such a physical and mental specimen that they can excel in many sports?

He was better than all your named german soccer players Gerd Muller, Beckenbauer, Lothar Matthaus. Especially Lothar. In the 80th is was one of the best an extraordinary player.

The question is nearly unanswerable. Who determines what is meant by athletic? Here in the U.S. it's sort of like circular reasoning. Since most "sports journalists" consider American football and basketball to be the best and most worthy sports then of course the physical characteristics that define the greatest players in those sports will be used to describe the best athletes.
Maybe in China they consider someone having great kinesthetic sense to be the most athletic. Thus, gymnasts and divers would probably be considered the most athletic.
It seems to be a human desire to always have a winner take all rather than simply acknowledging outstanding achievements. I think it was George C. Scott who remarked about the best actor category at the Academy Awards in saying why don't we just acknowledge the truly superior performances. Unlike sports competitions actors don't set out to beat anyone. They set out to portray a character to the best of their abilities. Specific sports competitions like the Olympics or the Western Iowa Cornhole Championship do have quantifiable winners and placers. The "best athlete" can not be quantified in a measurable way.
