I hate to say it but I agree with BW. There are ways the car *could* be pulled over, but that doesn’t mean that it was. I‘d like to see a source with the story. Otherwise this sounds like something the OP found on Quora or Yahoo Answers.
I had heard about this by a DJ on the radio so it is my fault for not confirming before posting the question. Here is one story about it but whether it is true is highly questionable ...

That was such an odd detail.

Apparently the story in the article has so many details wrong. Yes they hit 240 mph, but they didn't get a ticket for going that fast. The speedo was broken and they slowed way down. The ticket was for 127 mph. But the differences are that
1. He got the ticket well after the whole Volkswagen filler cap thing. He never showed the ticket.
2. He did buy a Volkswagen for the filler cap but he never said what type of VW it was. So it didn't have to be a beetle, just any old VW. It was before they even got going I think. The Segg was leaking fluids.
3. He said he clocked in about 237+ Mph on the speedo before it broke. His friend in the passenger seat who was watching the speedo the whole time said they touched 240 mph before it broke. Moments later they saw a cop. They slammed the brakes but it was too late. Arthur said the cop pulled them over as they slowed down to "127 mph?" It's kind of hard to understand what he's saying here."
