Draconian is an adjective. And you can attach it to any noun such as a dress code. Someone said that the dress code is Draconian, meaning strict or harsh
In normal society saying that you have to cover your arms and you can't be without a sleeve is strict
Saying that you can't be barefoot on grass if you're hanging out with your friends and just laying around is strict!
Saying that you can only have one or two ear piercings is strict.
Just the idea of regulating someone's dress Beyond normal societal standards is by definition strict
Draconian is being used to describe the type of dress code. It's strict compared to most other colleges
