I agree that a large section of America is wearing masks as they should. However, your 30% likely comes from any city or town where Trump campaigned because he was clearly against masks. As a result, those who attended the rallies were not required to have one.
But the main solution to the spread is not necessarily the mask itself, but also social distancing. Americans seem to have a marked difficulty staying apart. At this work, bosses still come up to the cubicle (if you are in an office) and speak to the employee too closely. Same in schools, etc.
It was said many times that it has to be AND not OR. Masks and distancing. The restrictions will be lessened if Americans listen. This FOMO that is sweeping through the nation is why the restrictions are there. In the earliest parts of the summer, the virus was mitigated. In Rutherford County in Tennessee, we had gone from 45-60 cases per day to 20-32.
The trend was similar. Then America just HAD to be America.

It's not the vaccine. We freedomed away our own freedom. We had to have the moment and sacrificed the mission. It will probably happen at Christmas time too.
As a country, we have nobody to blame but ourselves.
Blame China for the disease, but blame Americans for the rate of spread.
And, yes, blame Donald Trump for fostering a needless, baseless bastion of rebellion.
