Trainers that provide power data aren't cheap, you'd be looking at ~1k. Alternatively, get a "dumb trainer," for $200 and a bike with a power meter ($2000+). I'd say get a smart trainer (one with power), and an aluminum road bike (Cannondale CAAD10, Specialized Allez), and that'll get you 99% of the functionality that you need.

I think consensus would be aquajogging is the best substitute for running.
I’d go elliptical as the next best sub, and I personally rate it higher than aquajogging because I’ll actually do it.
I’ve made huge strides when injured by using the elliptical as my default aerobic exercise and then slowly transitioning to running as I heal.

The most effective way is roller skiis. But that is if your injury lets you train with them. Otherwise a combination of excercises is good to train without risking injuries.
