Mo is certainly one of the greatest sub master half marathon runners of all time.
You cannot compare to a road half marathon as Farah was subject to the track shoe rules and couldn't run in alpha flys. You put him in alpha flys on the roads with those guys, he will also run 58:30.
If you know anything about Mo's career, you should know that the shoes have nothing to do with his lack of all-time caliber fast times. As others have said, he was certainly capable of running in the 12:40ish/26:30ish range at one point but never actually went for those sort of times. Didn't run the 2012 Paris 5k where like 6 or 7 guys broke 12:50 and never tried to run that fast himself either. The same goes for the roads! Clearly he could or could have run in the 58:30ish range, but when has he ever been in a half marathon where anyone ran under 59 minutes? The answer is never! He loves to run races he can win and probably would rather win a race in a slower time with a fast finish than run 58:40 or something super fast and lose. Basically every race he's ever run in the UK was catered towards him winning. Not taking away from his championship pedigree though, I had so much fun watching him dominate tactical races for 7 or so years, but shoes aren't the issue here. He just loves to run races he can win and doesn't show up to races seen as world record attempts or what have you.
