Why don't they do it on the street? They don't know that a track is for running? Joggers are at least running somehow.
People do not want to invest the mental energy involved with walking around on a regular street. I'm serious - people do not want to have awareness of their surroundings. It's like they're dying to shut off their brain. So runners everywhere choose a treadmill over a beautiful day outside, and walkers everywhere choose to walk ovals on a track because all they really want to do is catch up with Suzie, not watch out for traffic or focus on directions. People be wanting their brains to turn to sludge
