The surge in Texas started prior to the protests. I dont doubt that the protests likely played some role in the numbers that we are seeing now, but if you look at the curve, it was well on the way up prior to that, and there is no clear bump after the protests. So while I'm sure people have caught it at the protests, it isnt enough of a factor to be visible on any graph.
People moving over borders isnt a large factor on the statewide level. There are counties overwhelmed well away from the border. There are counties being overwhelmed in completely different states.
Mexico's numbers are actually somewhat better than the US, certainly better than Texas (or california, for that matter). This is a problem of our own making.
We are the worst of all the developed nations in cases, death rates. It's quite simple, it is because people ignored basic precautions. Yes, some of that was people protesting without taking any care about covid. The bulk of it was people partying, working in defiance of shutdown, refusing to wear a mask, etc.

Texas changed how they count fatalities. They were using reports from local health authorities, but switched to death certificates. That resulted in reporting a backlog of about 700 deaths over the weekend. Moving forward, reporting on deaths will not be in real time, but will be adjusted as results come in (death certificates must be filed within 10 days per Tex statute). So, you will not see the real fatality statistics for 10 days. It is kind of like what GA did on confirmed cases. On the one hand, this does take reporting out of the hands of local and regional health officials who are not able to keep up with reporting and often dump data on certain days of the week. The situation is headed in the right direction since Abbott (governor) went back on his mask thing and mandated it. I'm from Dallas and there has been stupid partisan battle between the county Judge (Jenkins) and Abbott that makes them both look like complete idiots:
Back in April/May
Abbott wanted things to open to 25% (which was fine as hospitals were actually not having enough hours for doctors and nurses). But Abbott said that he's order superseded local government (meaning businesses could allow people without masks in.
Jenkins made a stink saying that local government should have authority over state (which is true) and we should take "the scientific approach"
in June
Abbott Finally admitted the authority does go to local government and that bars/clubs should close by noon each day
Jenkins allows bars/clubs to stay open to normal hours (takes the bait from Abbott)
Cases spike in DFW (mostly in Dallas were Jenkins is) (probably a combination of more activity due to protests and people who think its a hoax not really bars/clubs).
July:
Abbot mandates masks (basically admitting he was wrong again without admitting it or apologizing)
Later in July Jenkins says Bars/clubs should close (showing he really didn't care about "scientific approach" he once quoted)
All that being said when you look at the numbers Texas is fairing quite well in the United States for a state holding 3 of the largest metros in the country and 4ish other fairly large cities.
Issues: The hospitals/ICU beds per capita in Texas isn't great meaning we can max out our system with not that many cases.. (I think we should start using ambulances to spread the patients to rural hospitals since there are a ton of those and except for Amarillo (really a medium city for most states) aren't doing so bad) but no one has really talked about that. This really highlights to issue with our healthcare system
Basically Texas is the Cowboys and the tristate area is the NY Jetts and NYC is the Cleveland browns... Currently the death rate per capita in NYC is over 16x that of Texas and the tristate area alone is over 10x the death rate per capita (with only 2x the number of positive cases)
These numbers are from July 19th* (since then cases in Texas have started to decrease death continue to stay high and should for about 10 more days)
So when people crap on Texas it's pretty dumb because it would literally take Texas multiple years at our peak death rate to catch up with the deaths that the tri state area has already seen (very similar population ~31 mil to ~29 mil)
Oh BTW also Texas still hasn't reached half of the covid deaths than in the 2017-2018 Flu season (9500+) in about the same amount of time (5 months) (before you roast me, I know there were a lot of external factors like shut downs school closings that helped Texas keep our death numbers low) also underscores the fact that "just the flu" is stupid because it really does kill a lot of people even with a vaccine that lots of Texans refuse to get :'(
