This is such a simple-minded statement. There's more than one way to implement travel restrictions and there are multiple different goals that you might be trying to accomplish. So you simply can't make a blanket statement that all travel restrictions are completely ineffective at accomplishing any kind of goal.
The effectiveness of a travel restriction in any given scenario is going to depend on two things. First how strict is the travel restriction? Many travel restrictions have a lot of exceptions that really weaken their effectiveness. This doesn't mean that all travel restrictions are ineffective. It just means that most people in most situations don't have the will to be strict enough with them.
Second, what goal are you trying to accomplish? Are you trying to completely stop the spread, or are you just trying to mitigate it or slow it down? In many situations there are worthwhile benefits to be gained just from partial mitigation or from slowing it down. Things don't always have to be 100% effective in order to be effective enough to be worthwhile. If you're going to have the standard that anything that isn't 100% effective is "ineffective" than almost everything else that is being recommended is also ineffective.
