Currently doing 400/800 repeat intervals at my current 5k pace. Should it be slower or faster or is it a good pace?

Depends on what you're training for. I run them at 5k pace training for an HM
idk are you doing 12 reps? 600 reps?

Is the idea that such short repeats are run faster than race pace?
Between this question and your six mile tempo question it sounds like you either need a coach or some physiology lessons. It completely depends on what you're training for, your rest intervals, and intensity vs. volume.
No matter what distance you're training for, doing 400/800 repeats at your 5k pace is a good VO2max workout.
