It matters on what you are training for. If you are training for an 800 or mile, you’d want to take a lot of rest and run the reps faster, while if you are training for a marathon you should take much shorter rest and run the reps slower.
A good example would be with 400s. You can use 400s to build more speed, by cranking them in under 60, only doing 3-5, and taking full rest in between.
Or you could use them to build endurance by doing them at mile-2 mile pace with only 45-60 seconds rest.

I do long distance running. Hoping one day to run marathons. My average time for an all out 400m is 1:25-1:30. So how much rest should I take to get a faster race time?
Jack Daniels advocates anything from about 3:1 to 1:3 work:recovery (time) depending on how fast you run, which in turn depends on the purpose of the workout.

Do something like 4x400 @ 1:40-1:45 with 2-3min rest, remember to keep jogging during those 2-3mins

ALSO remember all this depends on what kind of shape you are in at the moment :)
it depends on how many of them you do a'd at what pace.
Usually 1:1 for 3k pace, 1:0,75 for 5k pace, 1:0,5 for 10pace, 1:0,25 for LT pace.
But it is not very important at your level. Just start again when you feel good
