Trying not to make a bad situation worse isn't necessarily political correctness. Police stood down for weeks when Bundy's group of armed terrorists took over government property and refused to leave. White protesters armed with AKs should have been arrested when they forced their way into the State Capitol of Michigan.
I agree that it wouldn't always be political correctness, like the Bundy example you mentioned. I think this stand down decision in Minneapolis seems much more geared to fear of the media and, incredibly, to the emotions of many Minneapolis voters who think this behavior is somewhat justified.
We are talking about tens of millions of dollars of damage and theft to innocent citizens, not to mention that some innocent person will get killed eventually, and cops are just standing there letting these people enjoy themselves. How could it get worse? Looters get hurt of killed? If we are reduced to not stopping crime because it upsets the criminals, we're pretty much done.
