I don't think we can rule it out, given the lack of photo or video. Its that old idea that if you are brazen/confident enough people don't give you a second glance. i suspect that as people become more adept at cheating they realize that runners in particular tend to be so focussed on their own performance that they hardly notice anything else if someone isn't acting suspiciously.
Didn't Kip use this method a few times where he'd walk past the finish line close enough to get it registered? Maybe Mike's been reading up on the Litton thread for new ideas on how to cheat. What made Kip more effective at it was that he actually was a decent runner, Mike is in over his head on that front and can't really run around and hit the splits needed like Kip could.
