Obviously Mike was just goofing around on all 20 or so of his non-LVM races. That's why he made such a big deal about them and was so proud of his slow times. As part of the gag, can't you see?
So, clearly, it makes sense that Rossi can somehow run faster than his 10K PR for an entire marathon. And the no photos thing is just an amazingly bad coincidence for Mike.

For those of you not from SE Pennsylvania, 6ABC (Cecily's employer) is a lead sponsor for the VIA Marathon.
She has appeared in almost all of the TV commercials for the marathon, including this year (https://www.youtube.com/watch?v=7b1r1r23ET8). I guess it's just a bit of a coincidence... but it's too bad she wasn't on the reviewing committee that let MR off the hook.

Unless the marathon is run by a person out of her depth. She has proven she doesn't have the ability to make a real decision, instead choosing to make the easy decision at every step.
