Armstrong is the "anecdote" for his PED use in 1992, he has admitted it. I think he admitted it to Oprah in 2013 and he has admitted it in other interviews since.
To the second point, e.g. his former teammate Jonathan Vaughters claimed that Armstrong was initially totally against EPO in 1993-1995 and considered quitting the sport until he used it for the first time in spring 1995.
Vaughters is not in friendly terms with the Texan, actually in 2005-6 he admitted with Frankie Andreu having used EPO as Lance's teammate to the NYT (raised suspicions about Lance). He was also one of the least reluctant of the cyclists, who testified against Lance in 2011-12.
