In New York, where (unless you're upstate or more central) it doesn't often get below the teens, this will work:
On the bottom, I usually wear full-length tights with split shorts or half tights. I've found that full-length tights don't keep the package in place when worn alone, so shorts or half tights (or even non-cotton boxer briefs) underneath keep everything happy. Temps in the teens to mid-40s, this is how I go. Might wear some sweat pants over top for warmup, but come workout or run this is the way to go.
On the top, mid-20s to 40s, I usually go with a longsleeve tee with a shortsleeve underneath, or a pullover with a shortsleeve tee underneath. Below mid-20s I'll opt for a third layer, maybe a combo of short tee, long tee, and light pullover.
My hand circulation sucks so I have too many glove/mitten combos and advice to give. Head tends to be a personal preference. I won't wear a hat unless its in the 20s, but I know runners who will throw on a hat the second the temperature starts with a 4.
Make sure to pay attention to the wind, too! The wind chill is no joke. a windchill of 10 will feel a hell of a lot worse than an actual temp of 10, in my experience. The wind will induce frostbite to hands, ears, feet, etc much faster than a cold temp alone will.
