The saying has nothing to do with running. It's about jail. If you don't want to go to jail for 5 years, don't steal a car.

This is a false choice it's been proven that doing the crime can help you do the time. Watch the Jericho Mile documentary, it's about a man who goes to prison to improve his mile PR and breaks 4:00.

yes it is, but it is also about crime.
the expression originates from a story by Sir Arthur Conan Doyle and first appeared in print in "The Sprinting Cat Capers" that was published in Strand Magazine of Sept 1888.
the story concerns an arch villain called Dapper Dan who has hired a group of top rate sprinters down on their heels to run a bag snatching racket in central London. being fast on their feet they are able to snatch the ladies purses and run off at top speed.
when this became known other arch villains tried to set up their own rackets but because all the best down on their heels sprinters already worked for Dapper Dan these Johnny Come Lately's were only able to hire 2nd rate sprinters who were easily caught, prompting Sherlock Holmes to tell Dr. Watson that, "if you can't do the dash you shouldn't steal the cash." Ahh, said Dr. Watson, you mean "if you can't do the time you should not do the crime."
as they were discussing this, Sherlock Holmes was finishing painting the front door of 221b Baker Street a bright yellow colour. when he had finished Watson asked him why he had painted the door yellow.
Sherlock Holmes stood back and admiring his brushwork and said, "Lemon entry my dear Watson."
