Uphill is usually slow.
I'm intrigued by downhill courses as some people set their PRs there.
Interested to know if any elite ever trained for and run a fast downhill marathon. If it's too hard on the quads, how long would it take to train to be able to run it pain free?

Doubtful, but it would be cool to see him try.
200 to 250 feet per mile. Should take some time off, but it isnt on average steep enough to be too hard on the legs for an efficient runner.
An estimated benefit might be around 7 to 8 minutes of improvement for somebody at elite marathon pace already.
