Set slower workout paces. If you can’t hit your splits your paces are too ambitious for your fitness level.

I’m a mid 4:40 runner for 1600m, so I’m trying to hit 5:20 or faster for my splits for 5k workouts, as 5:20 pace equates to around 16:30, which is my goal.
That's the problem. You're doing workouts at your goal pace and not your current fitness level. Go run a 5k and do workouts based on that time, not whatever lofty goal you have.

Would, but coach hasnt given us an all out race effort yet.. ran a comfortable threshold 5k at 17:37 last week, so I know I can go a good deal faster.
