Bob Hayes ran that way back in 64 on a dirt track in Tokyo. That after a 10.06 100m win. But, it's real obvious if he'd been pushed he 's running 9.9ish,

But, history is full of relay legs far faster than what the guy could run in the ind 100m.
It was fast, for sure. But more like 8.9x split. The dutch athlete (Taymir Burnet) is running 10'3s with 10.19 PB this year in La Chaux Les Fonds (a bigger asterisk than Clermont, year after year). And Harry AA wasn't even in the individual GB team. (10.18 SB and running under 10.20 only twice. In 15 efforts)
