There are way to many variables to know if you can. I am coaching a girl right now who ran your times as a sophomore, and by her Junior year could already run the times you are aiming for. I have also seen girls only improve a few seconds per year. I have seen girls get slower as they went through HS despite better training (way their body changed). So who knows? One thing for sure is you need to train a lot more and harder. Train with Frosh/Soph and JV boys for a couple years and if you can hang, you will run those times.
