Strollers restrict your arm swing and create a lot of wind resistance but they pull you downhill. They also make uphill grades feel 2-3X worse. So, no, not equal, but better than not running at all in my opinion (if the choice is don't run or bring a child with you) and potentially useful depending on your goals.
Fill a Jansport backpack with 40 pound weights and substitute that for what would be your precious cargo. Next, run like a mf'er uphill.
You'll get some worried bystanders. But nothing is funner than a good laugh on the side of the road.

Not much, it moves easily. Better is running on an unpowered treadmill, or sand dunes. At my local beach they got wise to me after superstorm Sandy and they rebuilt the ramps to the boardwalk with ten slopes, making it impossible to maintain frm.
I never pulled a tire (which would clearly be a lot harder) but I ran with a double stroller a lot when my daughters were small. Good training, for sure. A hard tempo with a stroller was solid.
The stroller record is around 2:30. What is the tire pulling record?
Ya'll ever pull a tire before? WAY harder than a stroller. Even a tiny tire like a 195/65 15. You are moving no where fast.
