I don't know anything about these kids, but why not just run 40 minutes then do 6x150 after? These are glorified strides after all, right?
Not enough endurance work. The weekly long run should be at least 70-75 minutes because after 70 minutes is when you start seeing a great benefit from the long run. Guys that are sub 10:00 2 milers can go up to 90 minutes and another long run in the middle of the week at 70-75 minutes and guys that are sub 9:20 can handle 105 minutes once every 3 weeks. Also you need at least 1 tempo or cruise interval workout per week. If you're runners aren't as fit, start them out with cruise intervals that are 6x3 minutes hard with 1 minute rest inbetween. These should be run at 10k pace-tempo pace. After 3 weeks of that, bump up to 6x4 minutes and after 3 weeks of that, bump up to 6x5 minutes. After that, your athletes will have gained a tremendous amount of fitness and if you want your athlete to peak after those 9 weeks, switch the workout to a 20 minute tempo. Athletes that aren't trying to peak and are trying to go to state can try 5x6 minutes.
These are somewhat inexperienced runners. Best kid has run 17:30, others around 5:30-12:00/19:00.

Way too many meets. Isn’t one a week enough? One of your weeks has a 1200TT, and two meets. Give them a break! There should only be two very hard days in one week, sometimes with an additional moderate day.
Add more distance. You’ve got a decent number of miles with the cooldowns etc. but their long runs need to be 75min or over. It’s the speed work that breaks them, not the distance.
They don’t be running that many events in the meets. 2-3 events tops. When meets are close together we will have them run one event in one of the two meets.

Not necessarily. 60-75 minutes is plenty for a long run. Doing them at a better pace is more productive for 800-3200.
