What do you recommend for running in the cold rain?
Wool hat, shirt, socks
A baseball cap is sometimes effective depending on how heavy the rain is
Get warm and dry as soon as you get back! No shower procrastination!
Run indoors or wait until it stops raining. Seriously, I'd much rather run when it's 5 degrees and snowing than when it's 40 degrees and pouring rain.
Ran 60min early this morning; 46F and rain. Got soaked, but was very comfortable after warm-up.
(No cotton)
Top - LS thin base and LS med over.
Bottom - briefs with med/thin tights.
Thin gloves.
Ball cap to keep rain off glasses.
Standard shoes and socks.
Headlamp.
There was a post about this very subject a week or so ago. I'm smiling a little bit because the reason I'm on here posting is because it is just above freezing outside and it is currently raining, and I'm waiting for it to stop. Do you live around the corner or something? :)
Someone mentioned that waterproof jackets will always overheat you and you end up getting wet anyway from ridiculous amounts of trapped sweat. This is true. I've been running for 20 years and have never found a jacket that works in this way without overheating you. Some have breathable areas (armpits, etc) that make it a little better, but then the waterproofing is compromised, and you still get hot.
The best alternative (trust me on this) is a waterproof vest. Keeps you core reasonably dry, and you don't overheat, or at least, not nearly at the same level.

I agree I'd rather run in sub-freezing temps & snow than in cold rain, but run inside or skip a run just because it is raining? Are you kidding me?
I hate running in the cold -- like 30's --rain, but only in the last couple years did I bother doing anything about it other than suffering. A long sleeved shirt and a water-resistant (not water-proof) top, gloves & hat help a lot.

shoes that will not sponge up the water
a course with overhead cover out of the wind
shorter faster effort say 40 minutes or so
