What does this mean? You're time-trialing your workouts to hit the same times you did in the past? If so that is a bad idea.
To answer your question, yes, this happened to me and I think lots of other runners, too. Your body probably doesn't "suck at running fast." Instead, your mind knows that cross season is over and it's allowed to relax a bit. It takes a while to kick the lethargy. Assuming you're in either HS or college, I always found this time of year to be a good point to take a bit of time off, then do a mini base phase before starting the hard work again for track. Embrace the sluggishness and enjoy the feeling of getting better as the indoor season goes on.
