Mafia was the first open-world third person shooter on PC. It was groundbreaking, coming out a few months before Vice City.
Graphics were far ahead of vice city as well.
Aside from having THE BEST FRIGGIN STORYLINE OF ALL TIME (Play it and be patient. You'll see.), Games back then understood that once you were done with campaign, you didn't have anything to do other than replay it (MULTIPLAYER wasn't a thing for any video games yet).
SO what did they do? They invented two types of freeplay. One that was fairly standard where you try to grow your assets, and the other which is just batshoop crazy.
