Actually, if we were to cut our healthcare costs in half by going to single payer (this is about the cost of healthcare for the best system of any country, half what we currently pay, for far better than we currently have), we could afford to support much more than .1% of the population of the world at the average american's salary. The numbers would work out to about .4% of the population of the world.
Realistically, if we spent about 1/4 of the average american's salary on each person we helped, we could then help about 1.6% of the world.
So no, we wouldnt go bankrupt before we event reached .1% of the world. Imagine if we did help 1.6% of the world each year. Pretty soon those first people you helped would actually be contributing to their economy and would be in a position to help others within their region. It could be a massive impact on the world.
Im not saying we have a moral obligation to do this, im instead saying we have a fiscal obligation to ourselves to do this. Our economy will grow much faster as this reduces tensions around the world and promotes increased peacetime between wars. It will especially reduce theze never ending wars that arent winnable and suck money out of our economy.
